When required to make jumps of this kind to stay ahead of up and coming decryption technologies all past copies of stored data will need to be re-encrypted at the higher size keys to stay ahead as well.
The actual costs in terms of time and resources to update our digital infrastructure with either STRAT ID GIC or any of the NIST alternatives are not as yet known.

The re-encryption trick has resulted in asymmetric keys growing to 4096 characters, five times the size of symmetric keys at 128 characters. This difference in key size is why most encryption schemes use the less efficient but easier to use asymmetric key to send the smaller more secure one time used symmetric key to encrypt and decrypt the bulk of the data transmitted.
